The only non-carbon-based liquid fuel I know of is ammonia. Its widely available in farm country, but not at all in urban areas.
It's corrosive and toxic, but ethanol is corrosive, and gasoline is toxic.
Burning ammonia leads to zero CO2 of course ( ammonia is NH4) but I think oxides of nitrogen are created.
Any ideas?
